decapitation clearly kills him... even kg agreed with that in a Minato vs Oro thread

1. FTG is not speed. Tobirama cannot FTG blitz Orochimaru for known reasons.
2. Because, because, because. The truth is he needed restraint. Some floating paper bombs aren't going to blitz neither Juubito nor Orochimaru, unless they're pinned down somehow.
3. Any actual feats of Tobirama decapitating anyone?

Moreover, Orochimaru can easily survive decapitation, unless his True Form is killed in the process as well. We've seen in the manga that his Body Replacement Technique can be used from any body part, not only his mouth and that it recreates whole limbs and organs.
What's more, Orochimaru survived 2 Chakra Scalpels to his chest and throat cutting it and, due to Chakra Scalepl's properties, damaging his spine, veins and stuff - same damage as decapitation.
