But people were rambling about wether Oro couldn't summon the 4th because he is sealed(Oro should have known this or he wouldn't have tried)
Or that hiruzen stopped the 4th's summoning with his shuriken shadow clones(unlikely)

It was the Fourth Hokage, Minato.

Since he was sealed inside the death god, he couldn't be summoned by Edo Tensei because the jutsu can't grasp onto the soul of someone who is sealed.

That's why Ginkaku and Kinkaku's chakra is still within the pot even after Edo is released. ​
