I never saw any difference between healthy Orochimaru with or without his arms considering he rarely relies on them, only using them for summoning jutsu(something he could curiously still make despite being cursed by the shiki fujin) and kusanagi and during the VOTE, Tsunade was weakened too, yet a clean hit could be critical for him.

On the other side, he can still have some ground kusanagi piercing attacks, or other trickery like kawarimi(although it takes a lot of chakra). Snakes also have no way to restrain katsuyu that apparently could kill Orochimaru with her ability. No way to tell who would win in the first fight for sure, but i'd give it to Orochimaru, just barely. Same goes for scenario2, since there is practically no difference between Tsunade and Sakura
