Without Edo Tensei Kabuto is basically a upgraded Orochimaru.They both wield Senju DNA so they can't really pull that over one another but Kabuto posses all of Orochimaru's moves as well as the Sound ninja 5's move sets along with Sasuke's teammates attributes.

kabuto is definitely stronger. nearly unhurtable with the taka powers absorbed, plus his edo army is far more powerful than the hokages.
