I'll be honest even though orochimaru is a genius it seems he can get foddersized by battle smart characters so I think bee has a fairly good chance of winning

Oro without edo tensei, right? Oro is kinda featless, since whenever we saw him fight. He was handicaped in some way or some other reason. Current oro should be the strongest he's ever been, but again he's nigh featless.

I still think bee's arsenal is far beyond anything oro has(besides edo tensei).

Current orochimaru wins though it'd be difficult. He has tons of jutsu in his arsenal, almost immortal, high reserves, zetsu body.
Don't underestimate Bee though. He's knowledgeable and has a ton of jutsus but oro is more verse and knowledgeable. Suigetsu survived a bijuu dama at point blank range so I think Oro can too.

And you can't say Bee can just seal orochimaru. If so anyone with a sealing jutsu can just seal their opponent but that's not the case because you need to take them by surprise or trap them first somehow. Oro has venoms that can restrict movement, even for someone as strong as spiral zetsu who is almost a hashi clone. There's so much about Oro that wasn't explored. Bee showed most of his feats during the war. If he has nothing else up his sleeves Oro will probably take this

Bee is a perfect jinchuriki that can make full use of his power, far surpassing Naruto's 4 tail power. He's also got excellent fighting skills. Oh, and let's not forget how his bijuu is an excellent tactician.

I would go for orochimaru.
With edo tensei, he can defeat bee.

The 4-tails scenario doesn't support any arguments here, Bee absolutely destroys Orochimaru if he is serious. You would have to heavily restrict Bee for this to be a plausible match.
