I'm inclined to say Kabuto, but then Orochimaru had so many other jutsus....Kabuto mainly only relies on Edo Tensei. However, If Kabuto was abe to summon even half the ninja he has done so far then Orochimaru wouldn't stand a chance.

Bearing this in mind I still actually think Orochimaru > Kabuto but it's just Kabuto's Edo Tensei which wins it for me...

The third coffin wasn't stopped by The 3rd hokage because orochimaru tried to summon the fourth hokage but the fourth is trapped in the belly of the death god and cannot be revived soo arethe 1st 2nd and 3rd hokage along with the 4th hokage
