Kabuto is as strong as he is in the most recent war arcs.
Orochimaru is as strong as he is before being killed by sasuke. (In his prime yes)

Kabuto B/c he is Strong (not as strong, brute force wise, as Orochimaru but ten times more intelligent than Orochimaru ever was or would be. Smarts beats strength 7 outa 10 times. I myself usually use brute force. Which isn't always too smart, I know...ha Btw I'm not saying Orochimaru is stupid just not as smart as Kabuto, if he was then he'd not go against Sasukein the first place(or 1vs1) Which Orochimaru did and lost B/c he was blinded by his overconfidence and lust for the Sharingan (like with Itachi) Just saying.

Hmm will be a though decision. I think oro is more skilled in using his own techs than kabuto is lol
But kabuto has lotof medical knowledge of alot of stuff

I'd vote for Kabuto because he should know all of Lord Orochimaru's moves. He would be able to tell what Lord Orochimaru was going to do before he did it.
