why the restriction on Orochimaru's IWR

Jman's sage mode summons two other people, Ma and Pa, and they are not forced, unlike Impure World.

Regardless, Orochimaru is feared for his abilities and im sure that Orochimaru will not allow Jairaiya to enter sage mode.

Either way, Jaraiya had way more screen time, but base on hype, the two are equals in a way.

It took two sannins to take on Orochimaru in part 1, but none of them gave it their all so i do not want to get into that.

Me personally, believes if none of them had restrictions, Orochimaru wins easily. With Orochimaru having restrictions on Edo Tensai, Orochimaru wins with difficulty.

why are you underestimating Orochimaru. W/out IWR, Orochimaru matches Jiraiya evenly

Without IWR Orochimaru could not stand against Jiraiya's sage mode which is practically endless since he can fuse with the toads, we have all seen that Orochimaru is susceptible to high level genjutsu so with the toad genjutsu Jiraiya could easily win because Oro would definitely get tired, slip up, and get caught. With IWR, Orochimaru has a distracting factor to help him last against sage mode.
