1. Name what jutsus that have been restricted from him that's using in this current war arc. He's still using his handsignless techniques, indicating that other than edo tensei, they're inferior to his snake jutsus.

3. That did not effect his fighting ability at the time. This scan indicates it just cuts the match short and doesn't start immediately. In no where he states that it weakened his fighting potential when fighting Naruto.

Orochimaru sucks. Just a failure who got rejected as Hokage, and left to do fuck all. For someone who knows so many forbidden jutsu, all he really does is spam snakes. His endeavors to achieve a perfect body was also probably the biggest fail in all of the manga.
