Yeah, read the kinjutsu rules. All characters get their specific kinjutsu if its accessible to only them, u just need to fit the abilities of the bio. Tsunade is a prime example.

I had even asked Scorps before, trust me I know what im talking about

"The exception are cannon bios that have access to unique Kinjutsu techniques, such as Orochimaru, Tsunade, Kabuto, Hiruko, etc, only need to fill their individual bio requirements to use their own trademark Kinjutsu. Bios that can use kinjutsu but have no bio restriction abide by the overall Kinjutsu requirements."
