he included oro because oro is the only one most fans can believe would be able to break out of IT. while he has been beaten alot and even embarassingly, he also is able to come back from things that literally nobody else would be able to. even tsunade wouldnt have been able to come back from the totsuka eternal genjutsu or the dead arms that oro got from the death god. and no tsunade cant regenerate her own soul, she would be able to regenerate limbs but oro got new limbs several times and they still died so clearly tsunades regeration techniques wouldnt work on parts of her body that have no soul.
