he could move/use his arms, but couldn't perform any hand seals/signs. Therefore, no ninjutsu! He was walking around as useless as possible.

He had possessed a different body for which he had those arms. His actual body never got those arms back until now.

The reaper death seal only removed the ability to preform ninjutsu for orachimaru. He is still able to use taijutsu.
