Orochimaru or Tsunade - who is better overall in Medical techniques and stuff?

Tsunade is better but w/ forbidden techiques orochimaru can still be just as effective in a sense.

Tsunade managed to obscure her intents via medical ninjutsu from Orochimaru while Kabuto registered it right away and even Orochimaru selected Kabuto specifically for his skills in medical ninjutsu. He prepared a damn medical facility just for Kabuto.

Tsunade > Kabuto > Orochimaru
