Your power level won't make you perfect villain. Well what i read about this Manga, Orochimaru is just evil. I mean he can do whatever it takes for his " learning all jutsus " obsessions. Madara is just a poor big brother, brain-washed by Black-Zetsu. Another puppet like Obito. Madara is super strong and cool and Badass i can not deny them all but in the end just a poor puppet even Indra is poor puppet either. He doesn't fit well in " Final Villain " even Black-Zetsu is fit more than Madara. But i would like to see Orochimaru is gaining / stealing some OP powers somehow, after they defeat Kaguya.

Orochimaru. Madara doesn't come off as your typical villain; he's more like a psuedo-intellectual who thinks their way is right.

Orochimaru is a genuinely a villain, unlike Madara; he's actually evil (and that's what matters, imo).
