To me it was Garaa it was pretty much his whole purpose to be anti Naruto and the fact that he disabled Rock Lee and was then attempting to kill him infront of everyone was enough for me.

Also in the forest pf death he made it rain dead from those rain ninja

He also had the nerve to attempt to kill Sasuke and Rock Lee



Orochimaru

He was badass and let me tell you why he was introduced after the anbu found some corpses without faces he was then seen control snakes one ate Naruto but plot saved him ofcourse

He then confronts Sasuke and Sakura then used that kill intent look to scare the shit out of them

He fights ninetailed Naruto easily leaving Sasuke scared shitless Sasuke's foreshadowing of Itachi come in and Sasuke Sharingan get upgraded. He then burns Oro alive and he still survives leaving him with a cursemark

Oro then meets up with Kakashi and walks away from a lightning blade

Oro them appears to be female infront of the third leaving many to speculate what exactly is he it was also revealed that he killed Garra's dad offscreen

He then reveals that he has the ability to reanimate the dead

Orochimaru was in control of Gaara, and only lost his arms because of his pride, so him, and he would wreck Gaara, so Orochimaru, Gaara was more irritating than scary

Orochimaru ofc. Sasuke was petrified and pissed his pants out of fear. Even Kakashi was scared of him.

Gaara was scary because we knew that Naruto or Sasuke would have to fight him eventually. But in the end we saw Jonin able to handle him near effortlessly.

Orochimaru was scary because literally no one in the entirety of the manga had shown the potential so far to be able to bring him down. He could do anything to anybody. So Orochimaru takes the cake for me.

Gaara though...that was madness. He would kill on a whim with no way to predict what comes next or rationality behind it.
