Orochimaru lost his arms to the 3rd, yes. but once he did his body switch he was able to use jutsu again! the only reason he needed his arms back once sasuke revived him was cause he was revived in his ORIGINAL body. want some proof?

Hmmm I think after he swapped bodies (before Sasuke manage to find him) and with Kabuto's medicine he restored mobility to his arms but not the jutsu.Oro has summoning tattoos in his arms which don't require hand seals I think.
He wasn't revived in his original body he was revived in the body he died...

In the first image you see Kabuto using Oro's blood to help him use his summoning jutsu for Manda. Oro's arms were immobile and incapable of perfoming jutsu that require hand seals because of RDS and switching bodies gave him back the mobility of them and not his use of hand seals. Summonings are a blood contract and don't require hand seals.

Why would he be able to only to do summonings when he got a new body? the fact that in the old body he couldnt do summons by himself shows that the new body allowed him to use jutsu that require the hands such as the snake hands jutsu

Someone earlier mentioned that when oro switched bodies, the new body allowed him to "move" his hands, but this still was not enough to make jutsu. Rather oro was limited to only summonings.
