I wouldn't be shocked at all if Orochimaru knows all about the Moon's Eye plan, considering he seems to be working behind the scenes with everyone. So he probably has something set up, a counter or something of that nature. Or it could be that he doesn't think (or knows...dun dun dun) that Tobi won't succeed. He's a smart cookie. Chances are he's two steps ahead of everyone.
