In my opinion oro is somewhat equal or a bit greater then the kage's (One on One). However oro is defiantly the worst character to fight because of his sliy tactics, and outbox thinking........
In a battle field he would be the most difficult opponent, and if anything he would last the longest. Again because of his sliy tactics, outbox thinking and his abilities.

oro can stand up too all of them none of the kages have an esasy win vs oro hes a freak (jutsu wise) and is super hard to kill when he is fully healthy,sasuke would never had killed him if he was at full strength

I miss orochimaru he was the best villain in naruto and the whole hst. Nonetheless all the kages can fight 4 tailed naruto. Though onoki and A will for sure beat 4 tailed naruto.
