I don't know about strongest but Orochimaru is definitely the smartest of the three.

There are many kinds of "smart".
naruto is an academic idiot, but he is quite smart when it comes about figuring ways to beat his opponent (we have seen that all along the series but specially against Pain).
When it comes to a battle, being a genius researcher, biologist or chemist (like Oro is) doesn't really help you that much.
So being the smartest really doesn't add up much. And besides, oro is no shikamaru (in the sense that you don't see him pulling out a crazy thought out strat to win) he's fighting style is pretty clear: keep a long range and if possible have minions fight for him.

And yet with Orochimaru's research, Kabuto was able to blackmail Tobi into forming an alliance with him, lol, you should not underestimate the power of research and information, Orochimaru was only a handful of people who knew Tobi was not the real Madara Uchiha, he was the one who uncovered and perfected the Edo Tensei of the second Hokage, mastered a thousand jutsus and discovered where to learn the snake sage mode, Oro was severely weakened by Hiruzen's Reaper Death Seal and the weak body hosts he occupies that's why he is unable to use snake sage mode and perform hand signs.

yes, research and smarts gives you jutsu and nice things.
I'm just saying that its not worth using intelligence as an argument because I think that all 3 sannin have the same kind of brains during a battle. A scientist is not necesarilly a good strategist that's all I'm saying.

Also, Oro can't use full sage mode cause he doesn't have the body for it. Simple as that.

Orochimaru was equal to them back then when they were termed Sanins. To even venture that an immortal who tempered and created god knows how many jutsus is equal to Tsunade and Jiriya is fanboyism at its lowest. People need to accept it that a healthy Orochimaru is tiers above both of them.
