orochimaru had a fight with the 4 tails with no arms so he couldnt use jutsu when jiraya did it he almost died its no question orochimaru could be strongest in nv but he has one weaknest he has no dojutsu he doesnt have a sharingan renigan or even byakugan if orochimaru was to get a sharingan or rennigan he would be the strongest ever.

unfortunately orochimaru cant take on madara since he wasnt lucky enough to be born in a clan with magic eyes, but then again orochimaru is more of a mad scientist in the entire series rather than a war hawk

but he is better than madara in one area which is research and experiments as proven when orochimaru's experiment yamato turned out to be much better than zetsu, madara's experiment [
