I agree, Madara is over arrogant and doesn't seem that serious which is very annoying, the mystery surrounding Tobi is boring now, I really couldn't care less who he is now, Pain was redeemed to easily so I don't count him as a villian and I still see Kabuto as Oro's lapdog even though he got stronger than him. Oro was a epic villain and got trolled by the Uchiha bros but he actually seemed threatening for long periods of time and represented the irredeemable villain you don't get in Naruto.

His theme song in the anime was also amazing, I got shivers down my spine when he was first introduced in the forest of death.

True.. If orochimaru had sage mode, (Though he probally does by now), he would be way stronger than kabuto.

Pain is to much a good guy turned villain then redeemed as a good guy at the end. He is more to me a spin off manga as a hero

Zetsu is a tree with bi polar traits. He is the town hobo or nut

Sasaku is a want to be villain

Madarra is an advance form of Garra. Who stays in one pose with arm crossed

Tobi is a nobody who hides his face. He did not do anything to say oh my he is so evil.

Kabuto is a spin off a flunky someone who looked up to Oro.

The second guy I think might even have vilian traits but was on the wrong side would be Danzo. Other than that....
