It is impossible Oro's soul was sealed by Itachi when he battled Sasuke so Oro can not be brought back. What Kabuto has in him is not Oro simply some of his DNA that gives him some of the same abilities it is Kabuto's devotion to Oro that makes it seem like Oro is still "alive" inside of Kabuto.
