I think when discussing top characters, there's one who is often overlooked: Orochimaru. And I can understand why, too. When compared to techniques like Kamui or Mokuton, a bunch of snakes doesn't seem too impressive.
But let's take a closer look at Orochimaru. Some of his feats include, but are not limited to:
- Fighting Hanzo
- Created thousands of forbidden jutsu
- Developed Edo Tensei to the point he could use it to take on Hiruzen
- Fought a fully enraged four-tail Naruto
- Not only lived through that fight, but did pretty well
- Fought Sasuke a very short time after, and again didn't do too bad considering his condition
- Acheived immortality; can be reborn with oral rebirth or through a curse mark
- Easily the strongest of the Sannin
And these are a few examples. Might I add, that Orochimaru did more than half of these WITHOUT ARMS.
That means no ninjutsu, his specialty.
The most impressive of these, of course, is the fact that he fought on close to equal terms with a 4-tailed beast, and had no use of his arms (ninjutsu). That in itself should be a signal that WITH arms, Orochimaru might have caused Naruto to go to 5 or 6 tails, and maybe might have even won.
Jiraiya and Tsunade can't compare.
Orochimaru needs respect where it's due.
