If oro wanted sasuke dead im sure he would have done it long ago. Oro won't kill sasuke because he wants his vessel(Body).
He said he didn't have enough power to steal it. Which could mean anywhere from he doesn't have the power to seal him, or not enough power in general.
Honestly the most likely answer would be just because he couldn't do hand seals.
Think about it if Oro had enough power to just beat the hell out of Sasuke he would have and put him in some kind of specialized cage just for him. Think about how he was able to contain Suigetsu, and all the countless others he kidnapped.
If he had the capability of taking out Sasuke he probably would have done it. I believe the reason for him stating he couldn't steal it yet. Would most likely be because of his arms being gone. Right now Sasuke is capable of doing massive damage and is way stronger than before, and with out Kabuto to do some hand seals for him he may be dead in the water. :shrug:
For me that would be a good enough reason for not doing anything, beside what he may go to do with Sasuke may enable him to get his arms back.

Well simple stating just susanoo, will not suffice. Although that is one good reason. An even better reason (this will also answer Supreme N8's rebuttal to you) is the fact that even though Oro may be immune to physical attacks like punches or kick's it doesn't mean he can take the impact of the 2 meteors. Also with Madara's speed and the fact he is an Edo tensei, without his arms Oro would have no chance. Madara would most likely keep the pressure on Oro by using his speed and taijutsu/kenjutsu skills to keep Oro where he wanted him, and then bam crush both of them with the meteors. Then Madara will be able to reform and there will one less A***hole in the series. Plus with the rinnegan Oro wouldn't be able to get close to him. Madara is and always be the most OP character we seen so far.
