People can't deny Orochimaru alone is the strongest character who doesn't hail from any gifted clan. For one thing, he was a student of Hiruzen "Professor" Sarutobi, who in turn was mentored by the 2 most powerful Senjus, Hashi and Tobirama. Why not J-Man?

J-Man is certainly strong but his principal jutsu, the Rasengan falls flat against Orochi's Orochimaru-Ryū no Kawarimi no Jutsu.

Orochimaru's thirst for knowledge is extraordinary, and the number of jutsus he knows is overwhelming.

As narutopedia states,

Being one of the legendary Sannin, as well as a former member of the S-rank criminal organisation Akatsuki, Orochimaru is an extraordinarily powerful ninja, being Kage-level in his own right. Even among the Sannin, he was the one who originally stood out for individual ability. He was considered as a child prodigy that appeared only once a generation. His skills were so great that during the time of his invasion of Konoha, the Third Hokage feared no one in the village would be able to defeat him or even fight on equal footing with him, even himself, and that Orochimaru was strong enough to take down an entire small nation on his own. Even Kakashi Hatake, one of Konoha's greatest shinobi, was filled with tremendous fear when he met him during the Chūnin Exams, and himself admitted that he wouldn't even stand a chance against his level of power. Sasuke Uchiha and Suigetsu Hōzuki also stated that the former's victory over Orochimaru was only because the latter was already severely weakened prior to their confrontation. Due to him rarely being shown fighting, he has only displayed a limited amount of techniques, though his fighting style is very fluid and it stands to reason that in his efforts to learn all existing techniques, his array of abilities has probably become larger than any other single person and that he has vast knowledge on all forms of techniques.

Even with the danger Naruto later imposed in his four-tailed form, Orochimaru could still battle evenly against Naruto and found great entertainment from the transformed Naruto's considerable power, later even expressed regret that he couldn't complete the battle as his body finally began to give in. After acquiring the Uzumaki's mask of the Shinigami, he was able to break the seal on his arms, regaining his former strength, which has later showed able to calmly fight back the Ten-Tails in its final form.

Orochimaru has a vast arsenal of techniques at his disposal, ranging from simple offensive ones, which nonetheless become deadly when performed by him, to higher ranking, more complicated ones.

Orochi is also very skilled in sealing techs. According to Narutopedia,

Orochimaru is also very skilled in the use of fūinjutsu, even in the midst of battle. Most notably, he has been seen using the Five Elements Seal.Using this technique, Orochimaru was not only able land a seal on an enraged Naruto, but also completely subdue the Nine-Tails' chakra. In the anime, he was shown capable of using its counterpart, the Five Elements Unseal. His prowess with it was great enough to release the seal and extract a tailed beast from its jinchūriki.

He has 4 nature transformations, Earth, Water, Wind and Wood.

He can summon snakes and has escaped apparent death(s) using the Power of the White Snake.

He mastered the forbidden kinjutsu, Edo Tensei no Jutsu.

He has enough chakra to summon the triple Rashomon.

He is also skilled in kenjutsu, able to use the Sword of Kusanagi against Lord Third.

Without him,

1.Kabuto would have been a dead fodder.
2.Sasky wouldn't be as much powerful(he, Indra's reincarnation would've been just a self-centered narcissistic brat who would only be able awake the three tomoe base sharingan while getting owned by a fodder zetsu).
3.Danzo without the Sharingans would've been obliterated by Prime Hiruzen.
4.Yamato wouldn't have Mokuton.
5.Team Taka wouldn't exist.
6.Konoha and Suna would never be allies.

Even Solo Lord Uchiha Itachi had to seal away Orochimaru, thus showing Orochi's immortality.​

Orochimaru is the only shinobi alongside second hokage to invent a ST Jutsu(Obito's Kamui is an inborn gift of the Sharingan).

Oro was stronger than Tsunade/Jiraiya. They never prevented him from doing anything he intended to do.
Has a bigger creepiness factor than any other character in the manga, conducting that medical research in a human chop shop.
Oro invokes fear at the DNA-level.

I agree with you completely and it makes me sad that he's probably never going to get his moment in the spotlight. Which also makes it difficult to truly argue to people that he's stronger than Jiraiya (which I believe he is). Jiraiya had his spotlight fight, his fight against 6pop. Tsunade had hers, her fight against Madara with the other 4 kages. But Orochimaru? What's he get? A little sparring round with 4-tailed kyuubi naruto? Trolled by Itachi and his outrageous solo-sword? (Don't feel bad oro, Rinne-god Nagato went down the same way).

And at this point in the manga, he's stronger than ever. He's got his arms back plus he's got a body composed completely of Hashirama's cells. And yet the only power he's ever going to get to display is Edo Tensei. I for a small moment had a tiny bit of hope that we'd get to see Orochimaru go full power but then Juubito happened, then Juubidara, then Kaguya comes and crashes the party and I don't think I can handle another final villain surprise reveal (even though we know it'll be Sasuke).

Ohnoki is stronger

Gaara is stronger

The list goes on and on.

He fails at all of his missions when he has plenty of chances to succeed. He claims to have mastered a ton of jutsus, yet we have only seen a few petty ones. Practically all of his students are better than him.
