During the Sasuke vs Danzo fight, Tobi made two very important observations about Danzo. The first observation he noted was that Oro was the one who implanted Hashirama's DNA into Danzo's arm. I'm guessing it can also be assumed that he was the one who put all of those eyes into Danzo's arm:
But what's much more important is that after Tobi makes this observation, is the second observation that Tobi notes. Tobi says that Danzo was going to try and control the Kyuubi because he had Hashirama's cells and the Uchiha's Sharingans:
Ok, I don't have a problem with that situation either. I'm guessing that if Danzo could control the Kyuubi, he could probably control any tailed beats that he wanted to, including Shukaku
Alright so Orochimaru's operation depended entirely on Shukaku going on a rampage in Konoha. His operation failed because his shinobi weren't powerful enough to beat the Konoha army alone without Shukaku. But why would Oro plan out an attack that depended entirely on a tailed beast when he gave his former boss, Danzo, the ability to control tailed beats?
Danzo would have probably let Shukaku cause chaos and destroy a good section of the village before he marched out and saved the day by taking control of Shukaku, just like he planned on marching out and saving the day during the Invasion of Pain
So the question is, was Orochimaru stupid to invade Konoha with a tailed beast because he gave his former boss the ability to control tailed beats? Or was this part of some elaborate scheme between Oro and Danzo?
EDIT: I can't believe I missed this :sy:, the Raikage knows that Danzo and Oro planned the Invasion of the Leaf:
I think this just further proves that those two did plan out this invasion together

to Danzo, something hit me. In part 1, Oro intended to invade the village with his shinobi and Shukaku, assassinate Hiruzen, and kidnap Sasuke. Of course Oro did not expect Naruto and Sasuke to foil his plans by injuring Gaara and forcing him to go berserk outside of the village.
