Orochimari, the gratest villain

Well we hardly know much about Madara and he had less screen time than orochimaru so its unfair because nearly everyone will say its oro. For me personally its oro until we see more from madara.

Orochimaru isn't the greatest villian and currently now a threat in the manga no longer. Madara and tobi are way more stronger than him n the greatest villian is madara uchiha cuz he plan things so far ahead. Currently is working on world domination n its looking like he is exceeding
