Oro (theoretically) able too unlock the EMS/Rennigan?

I wont say Oro is the strongest villian but he is the best villian ever. When ever he is in the panel i know he could do just about anything I mean he even survived Totsuka, he plays with tailed beasts and doesnt even really seem to take any opponent seriously. I mean I dont think he can die. LOL, nothing is impossible and if he had rinnegan the NarutoVerse will explode
