They couldn't kill minato even if they wanted to. He's a sensor and already had his safety kunais placed in the middle of god knows where to just leave a battle completely. so ambushes had a 0.00000% chance of ever working.

if you remember what oro said to hiruzen from the attack in the chunnin exam, if its 10 years earlier hiruzen could beat orochimaru.

the 9 tails attack was 12 years earlier. so that hiruzen in the 9 tails attack was 2 years younger than what orochimaru that can still beat him. in this 9 tails attack minato was already stronger than hiruzen.
