This myth has been stated numerously, each time taken out of the Manga's context. Yes Itachi is defintely stronger than Orochimaru, but 13 year old Itachi isn't "a billion times stronger" than current prime Orochimaru's strength and this can be proven in 2 ways:
1: Chronology of Orochimaru - When Orochimaru fought Itachi, Itachi was 13, 4 years after the Kyuubi attack on Konoha. Now, Orochimaru began conducting his jutsu experiments right after the Konoha incident, so his endeavor to attain power through jutsus was only at it's base, meaning it just started. So, if the Kyuubi attacked Konoha 16 years ago,and he fought Itachi 4 years later, then that means he still lacked 12 years of jutsu training and experimentation. Not to mention after joining the Akatsuki his experiments were put to a hault until after he left the Akatsuki. Not to mention that not too long after leaving the Akatsuki, Kabuto joins, advancing their jutsu experiments much further than before.
2: Orochimaru wasn't trying to fight Itachi, he was only aiming to steal the sharingan, if it were a fight then Orochimaru wouldn't have been one shotted. Orochimaru was going for the body, NOT the kill.
Also, even now Orochimaru isn't as inferior to Itachi as people think he is. Yes Itachi is stronger, but come on, if Nagato got one shotted by Itachi by the Totsuka blade, then what's so embarrassing about Orohimaru receiving the same outcome? After all, the fact that Orochimaru forced Itachi to use such a legendary weapon is impressive.
Totsuka blade was only used twice in Naruto history, twice, and both times Itachi's opponents were one shotted swiftly. Besides the sage and a few other ninjas, who wouldn't get one shotted by totsuka blade?
