Oro getting his arms back

Does anybody else think that it makes no sense that Oro just went and grabbed this mask that allows him to restore his arms? If Oro already had this scroll in his possession then why did he not just go get his arms back when he was still alive?

Uhm, it's quite simple actually.

Oro needed to sacrifice himself to use the jutsu. In other words, he needed to have his body transfer technique ready. He can only use it once every 4 years. Last he used it, he tried to take over Sasuke, it failed, so he could still use it now. But till that point, he couldn't use it to take over Sasuke, so obviously sacrificing himself to get his arms, would just kill him.

Beside of that, it's likely to believe you need to be in the Uchiha shrine to do it.

He was healthy enough to fight the four-tails for a short time. He had to have had the the scroll during that time because not to long after he fell ill andf there is no way he foung it then.
