Well, no, no and no, in the manga it's dark purple and that's it
The very first original Rinnegan actually had a sharingan in it but then Kishi decided to remove it, I remember seeing the manga picture but I can't find it now.
Very Childish question. Its because kishi tried to conceal the personality of villian ,nagato. So black and white lines were their to hide his partially innegan and full body appearance
