We know that Devil fruits affect blood and they emit various frequencies
But I want to point out a specific phrase Transmission Condition
Paramecia class Devil fruits are spirits of sailors who were afflicted with strange diseases and when they died there soul pass back away from the water onto the surface and found refuge in something that couldn't fight back I.E. plants and those various sicknesses cause the powers that you get from eating the DFs to occur. Transmitting their condition
This would explain why someone couldn't have the same df at one time. They can't both have the same soul at the same time.
And The Logia are sailors who died from natural disasters while at seas and is even furthered by enel claiming to be a natural force uncontrollably.
