Since Orichimaru was revive by Sasuke,Orichimaru have discover a new path to follow anything that Sasuke decide.Orichimaru was concern of Sasuke emotional state during battle against Obito .We already know Orichimaru is a very good researcher and a medical type of ninja,why Orichimaru said that Sasuke will surpass Madara ?I believe Orichiamaru know what Sasuke true potential and his current EMS power capabilities from the time he was Sasuke teacher and the time gather information kabuto dna/chakra.This is why he will not risk himself to Challenge Sasuke at any point even at Orichimaru current Stage(dsm,senju,hand jutsu restore) because Current Sasuke is fighting very well on the battle field and he still holding back his powers at the same time.Orichimaru donot know what Sasuke have hiding ,so it better he follow his order or than to potentially get defeated by totsuka blade again(since he have itachi eyes)

A person does not want to give up on an experiment when it is not finished. If an experiment is finished; it is either reached it is potential; or a failure or a simple throw-out. It means the experiment is done for in any way and you would not continue; if you would that means it is not finished for you. The sentence suggests he has an ungoing experiment which he is not done with yet.

Sasuke is the only "subject" for him that is yet to reach a certain potential; means not completed. He is possibly the "experiment" that he told about Hiruzen.
