I believe Orichimaru using the four hokage to weaken the jubi or pin it down till he do the necessary research or gather other item to become the jubi host.Orichimaru was a great researcher ,he got his hand back to use jutsu and also he got senju body to become a tailbeast host.

good point, But I still feel that oro is just going to help defeat the juubi using the 4 kages once that is done he would easily be able to take sasuke's body or even the other beasts, even if he manages not to he is still in possession of the 4 edo kages so he would ultimately become the end villain. Its possible and all for him to become the juubi's host but he would probably just return to his hid out and experement on his zetsu body untill the time is right for him to make a move.
