EMS madara is above kisame he fought 24 hour battle with hashirama.
Nagato has far more chakra then naruto without kurama.
Naruto without kurama chakra would be average since minatos seal allowed chakra to leak into his overtime raising his reserves.
Madara(doesnt look the slightest bit bothered summons mezo and b**ch slaps beasts and restrains them like toys. Fodderise a sagemode hashirama with infinite chakra).
Hashirama(he is the jyubis power in human form and a monster like no other who can really stand up to him minus madara obito and a fw with solo techs but i dont think anybody could go toe to toe he battled ems madara 24 hours and still looked in good shape(dont know if he had help or not).
Ems madara(24 hours on his own with perfect susanoo chakra drain is huge to sustain such a beast no wayfodderuto could dothat or sustain bm for that long and only getting his eyes then as well whereas naruto and kurama was 8mins at most).
Bm naruto(i think he has more but its borrowed power ane the other 2 would fodderise him without the kyubi naruto gets gassed i dont see normal naruto lasting one hour without getting gassed).
Jinchurikis(they borrow beast chakra and they have the most chakra in nv)
Kisame/nagato
Kisame/nagato(30% clone has more chakra than naruto using kyubi chakra against neji/ nsgato maintaining paths and using mass scale jutsu prsonally think 3rd raikage should be above them).
3rd raikage(fought 10000 dont need to say more than that).
Gaara(using massive sand jutsu requires massive reserves)
Jiraiya(has high chakra didnt have any external help in his reserves)
