No the akatsuki was created by Konan, Yahiko and Nagato. Obito and Zetsu came in to corrupt it and start prepping nagato

Akatsuki was already created by the time obito met the ame orphans. Yahiko told obito to stay away from them, nagato was the one who was persuaded by obito.
