coz with it orochimaru and kabuto become too OP and it's kinda unfair if for example itachi has to fight minato when his actual matchup was with orochimaru...

Oro can achieve dsm with his current body

It's weird he tech does have it but never achieved full form (I think Thts why his perfect form looks like tht ..) due to his host being always to weak if he never expirremented on his body and kept it normal he prob could've just did it like jariya but he was too late and made changes to his body

Now with a mokoton body he should have it or unlock it if he tried but agree until otherwise proven orochimaru DOESNOT have dsm U_U (bullshit Kishi u give minato sage mode so he can get his arm ripped off and then turns back normal -/-)
