Best: Sasuke

Reason-Too lazy to explain but Sasuke fans (true fans, not fapboys) will know why.

Worst: Kaguya so far

Reason-She's like a blank canvas right now. (Ironic because that's what Itachi said Sasuke was), she almost has no personality, it's like she barely exists to me. On one hand, she's only been around for a few chapters so she has room to improve, on the other hand, she'll remain the worst written character in Naruto if she doesn't. The worst part is she isn't just some cameo character like Hamura or Shisui, she's the main villain right now.
