Since his plan's didn't work on the Hagoromo side, I believe he is probably trying to attempt something on the Hamura side. This will only be a small part the overall in the story, the trolling, and then Orochimaru will come in and probably do something with his experiment, his stealing the body jutsu or just have him work under him.
