Neji walks onto the field and sees a stranger waiting to battle him. Neji passively activates his Byakugan and assumes a Gentle Fist stance, ready to fight.

Description:
One of the Three Great Dōjutsu (San Daidōjutsu), the Byakugan is the kekkei genkai of the Hyuga clan. Bearers of this Dõjutsu have almost featureless white eyes. When the Byakugan is activated, the user's pupils become more distinct, and the veins near their temples bulge as the blood flow to their eyes is increased. While having the Byakugan deactivated, Hyuga ninjas have a normal eyesight and no special addition to their vision. While low rank Hyugas will need to perform a sequence of hand seals ( Horse → Tiger with lifting just index fingers → Boar with nearly straightened fingers → Hare → Rat → Dog → Horse → Dog → Hare → Rat → Boar with nearly straightened fingers → Snake with the right index finger lifted straight up) to activate their Byakugan, Hyuga masters will be able to do so without the need for any hand seals and even have it active passively for long periods of time. Once activated, the user gains access to all of the abilities the Byakugan bestows upon them. While, like other Dojutsu, its main ability is to see chakra and the chakra flow in sentient beings, the Byakugan adds a complete new detail and dimension to that ability. The user can not only see chakra and the chakra flow, but also the circulatory system and even the 361 tenketsu. Added to this ability, once activated the Byakugan grants the user a near perfect field of vision 360º around himself (up to long-range if he's a master). This field of vision has only one blind spot, slightly above the 3rd thoracic vertebrae and facing backwards but enables the user to actually even see his own chakra circulatory system and chakra flow, which explains why all Hyuugas are so adept and masterfull of precise chakra control. The last ability the Byakugan has is the ability to zoom in and out, focusing on specific things, piercing beyond matter and energy alike, as well as chakra. This specific ability allows the user to see pass most barriers as well as physical matter (like rock walls, ground, etc) but also energy, being able to focus beyond chakra that might be in front of them or other energies. The zooming ability is enhanced as the user becomes more adept at using his eyes and can even reach distances above 20kms away. Some Hyugas have shown a great awareness regarding agressiveness as well as killing intent, detecting such intentions and emotions from others with more ease than most.
Note: Activation spends a move from the users own move count but once the user reaches Sannin Rank and has gained mastery over Gentle Fist for 1 month, he can activate it passively without spending a move. Because of its low chakra cost to maintain, the user can keep it active throughout the whole fight as long as he has chakra and stamina to do so.
Note: Genjutsu that requires Eye Contact when used against a Byakugan user requires direct eye contact between enemy pupil and user's pupil

Sasuke looks straight forward getting a glimpse of his opponent, Neji of the Hyuga clan. "Hm, its certainly been a while since I've fought against a byakugan, more specifically, you." Sasuke said, closing his eyes and opening them to show his sharingan.

Description:
One of the Three Great Dōjutsu (San Daidōjutsu), the Sharingan is the kekkei genkai of the Uchiha clan. Unlike the other Dōjutsu, not all members of the Uchiha Clan possess the Sharingan. This great Dōjutsu seems to awaken only on exceptional Uchiha members and only in times of great stress. Once awaken, the pupil turns red and a single tomoe (巴) seal appears around the center pupil. As the user masters and evolves their eyes, the tomoe (巴) seals increase, topping 3 per eye. The main ability of the Sharingan, like any other Dōjutsu, is to enable the user to see the flow of chakra. This ability is further improved as the Sharingan gives color to chakra, enabling the user to differentiate chakras from different people or from different sources. Although the user can see chakra through matter, he cannot see beyond dense matter or in long distances. Coupled with the ability to see chakra, Sharingan users gain acess to an incredible clarity of perception that enables them to read insanely fast movements or minor details, enabling them the ability to foresee in an easier way, traps, incoming attacks, etc. This clarity of perception is so great that a Sharingan user can sometimes start performing a counter to an attack that is still being performed, enabling the counter to be launched only a split a second after the attack. This clarity of perception leaves Sharingan users able to track high speed movement easily as well as to read through handseals. This last ability enables them to learn techniques much faster and sometimes copy them directly from the enemy, as long as the user has the necessary chakra affinities and requirements to perform it. Finally, the Sharingan is often linked to Genjutsu and mind-manipulating illusions, mostly because the user can, mostly through Eye Contact, directly and precisely use his chakra to manipulate the enemy's chakra flow. In return, the users clarity of perception gives him the ability to more easily decipher visual illusions cast upon him and see past them. The Sharingan has a great cost to the user though. The chakra consumption disables its use for long periods of time and, even when the user grows stronger, it's still hard to keep it active for long periods of time.

Note: The user, if he hasn't gained full mastery over his Sharingan, will need to spend a move to activate it, although as long as he has chakra and enough stamina he'll be able to keep it active until the end of the match. If the user is Sannin Rank or above and has gained his 3 Tomoe Sharingan and held it for one month, he becomes able to passively activate it, meaning he'll no longer spend a move of his 3 per turn.
Note: To avoid direct Eye Contact and be able to focus only on the body movement below the chin, the opponent needs to have mastered Taijutsu to possess the necessary skill.
Note: Predicting the nature of a technique or what it exactly is requires the user to either know the technique or that its a cannon technique.
Note: Danzo and Kakashi bios activate the Sharingan by removing the covers in their respective eyes and suffer a +10 chakra consumption per turn penalty
Note: The user is bound by the abilities and limits of the stage of sharingan he possesses, stated in the rules of the KG.

Neji sees Sasuke activate his Sharingan. He knew he had to be careful and try not to stare into those cursed eyes. He begins his battle with the young Uchiha by performing the Ram, Boar, Dog, Bird, Hare hand seals, summoning four giant pillars which surround Sasuke. The pillars are connected by bolts of lightning, binding him in place with a sort of ''electric fence''. After doing this, Neji claps his hands together and sends his earth chakra into the ground. This causes two large rocks to shoot out of the ground. They slam into Sasuke's body and send him flying into the electricity, electrocuting him. Once Sasuke has been paralyzed by the electricity, Neji leaps into the air above Sasuke and aims performs the handseals Rat → Tiger → Dog → Ox → Rabbit → Tiger. He then proceeds to release a barrage of fireballs from his mouth at the Uchiha. One is aimed directly at his body, one is aimed to his right, one to his left and one above him. Along with several other fireballs aimed directly at him.

Description: The user first performs six hand seals Rat → Tiger → Dog → Ox → Rabbit → Tiger and they create a volley of small fireballs, which are sent flying in an unpredictable manner assaulting the enemy. In addition, the flames are controlled one by one with chakra, so avoiding them all is extremely difficult. Shuriken can also be concealed within the flames, creating an unexpected secondary surprise attack. Like the flames, the shuriken can be controlled with chakra. For the most part, however, this technique is used as a distraction.

Sasuke sees the forming of the pillars, which seemed to be connected by a fence of lightning. He casually stands there, as calm as he can be while gathering wind chakra in his left hand. He releases the chakra in his hand, creating a mini vortex. After seeing the rocks lrvitated up and being hurled towards Sasuke, Sasuke uses his left hand with the wind technique and punches the ground, pushing himself up in the air at an angle so that he would fly away from Neji. Mid air, he sees flames heading towards him. He quickly flashes a handseal while in mid air, releasing a torrent of water that pushes him back to long range with the hurricane fist. The water torrent easily extinguishes your flames and continues on towards you.

Neji sees the torernt of water heading towards him. Arashi flows earth chakra throughout his body, allowing him to merge with the ground. He can move freely without having to dig or disrupt the earth around him. Then he goes completely underground. He emeres from the ground behind Sasuke. Before Sasuke can react or even notice him, Neji assumes the Gentle Fist stance with his right leg in front of his left, one arm pointing diagonally downwards and the other diagonally upwards. Neji puts down all of his fingers on both of his hands except his index and middle fingers, which he uses to perform the technique. Beginning the technique, he blocks Saasuke's first two gates with two jabs (one from each hand) in quick succesion into his opponents brain, blocking two gates and thus limiting the flow of chakra. Almost immediately after, Neji then proceeds to close the next two gates, using his fingers to send concentrated needle-like blasts of chakra into his opponents body, which reach to his spinal cord and reach attack the two gates and limit the flow of chakra even further. He then blocks the fifth gate with a quick strike into Sasuke's abdomen. Neji bends his knees so that he is at a lower position so he can attack the next two gates which are located near the stomach. Neji attacks both gates simultaneously with strike from both hands, then finishes with a powerful hit to Sasuke's 8th gate, located near the heart, which also causes damage to the his heart. When the technique is finished, chakra flow in Sasuke's body is stopped completely, leaving them unable to manipulate chakra and perform techniques.

Sasuke with his sharingan activated already was able to track Neji's whereabouts. "Neji, the man who sees all things, is HIDING? Hah, pathetic!" Sasuke says trying to aggravate his opponent. Gentle fist, How could i forget the Hyuga's specialty?! Sasuke asked himself inside his head as he sees Neji taking the stance. However, because of Sasuke's sharingan activated he was able to track your movements slower and knew your exact location, thus not being surprised by where you appeared out of. Right when you appear behind him, Sasuke releases a blade of wind in from his hands, which attacks you at extremely close range. This wind was composed of different chakra, which makes it intangible and therefore, unable to defend against. The wind slices through Neji's stomach, killing him.

"Such a shame, and to think you were known as the strongest in the Hyuga clan."

After seeing Sasuke focus the wind chakra through his arm and turn around to attack him, Neji realizes that at this range, he as no other option. He uses the Substitution no jutsu to swap his body with a branch from a tree. Neji then appears on top of the tree.

Neji had enough of Sasuke insulting him. He begins his next jutsu by performing the four handseals necessary to perform the technique, Snake, Ram, Monkey, Tiger. After doing this he focuses Katon chakra inside his lungs. He doesn't turn it into actual fire, keeping it in its original state and allowing it to take a gaseous form. Neji breathes the flammable gas out of his mouth, aiming it down at his enemy. Once Sasuke is surrounded, by the gas, Neji ignites it by throwing down a lighter, causing it to explode around Sasuke and burning him. After doing this, Neji covers his entire body in lightning chakra. After doing this, the large amount of lightning energy emanates from his body as a powerful bolt aimed at Sasuke, shocking the unfortunate Uchiha. Neji then finishes his attack by throwing three kunai at Sasuke. One is aimed at his head. One is aimed at his chest and one at his right leg. They kunai pierce through Sasuke's body. The one aimed at his chest has an explosive tag attached to it. The tag detonates, killing Sasuke.

Description: Kawarimi no Jutsu is a basic Ninjutsu technique. When in danger the ninja will quickly substitute themselves with another nearby object. This can be a block of wood or even another person. This allows the ninja to quickly flee and hide while the original object takes the brunt of their opponents attack. The technique is a mix between high speed movement and the use of the transformation technique but has its limits.

Sasuke watches as Neji is fatally wounded by his wind blade. Neji, you were truly a worthy opponen- His thoughts were disrupted when a puff of smoke appears and a branch from a tree was made as a replacement. "What the- I see you, my eyes see everything!" He screams as he finds Neji's location with the use of his sharingan. He sees neji expelling a mist, and with quick analyzation with his sharingan, he realizes that this was gas. "These tricks won't work against the Sharingan!"

Sasuke performs a single handseal, sending a large amount of chakra in the air. He uses that chakra to manipulate the air and air currents, making the air dance wildly and fiercly, and easily blows the wind away before it even touches Sasuke. Soon enough, Sasuke sees Neji racing towards him with a body enveloped in lightning. This will be the end of him... Sasuke creates a blade of wind while you're running and this blade of wind develops into a tornado. He releases the tornado and the force of the tornado causes it to pull you in. Once you are inside, the tornado slashes you repeatedly in many directions. Sasuke releases his cursed seal, showing marks in his face and showcasing a new and stronger power.

Such a shame that you have to see this form.

Description: The user wills the opening of the cursed seal partially, giving him more chakra and more strength, as the Senjutsu Chakra contained within the seal is unleashed upon the users body in a reduced amount. Patterned red lines that extend from the Cursed Seal on the body of the user course through the user's body, covering it in a repetitive pattern as their body surges with chakra. When the state it done, the lines will become a solid black. While active, the seal actively consumes the users chakra in order to produce and fuel Senjutsu Chakra into his body. While in this stage the user gains +10 damage to his elemental Ninjutsu and +5 to his Taijutsu. His physical strength is slightly improved as is his speed.
Note: Lasts for 5 turns.

Neji sees Sasuke release a tornado made of wind charka. He dives into the ground and uses Underground Projection Fish to escape the tornado blast. He emerges close range from Sasuke to find that the Uchiha activated his Curse Seal. Neji smiles.

Finally.... a challenge

Neji takes out a sword and performs a downwards vertical slash on Sasuke's shoulder, cutting it. Then, he uses his blade to slice Sasuke's left arm. Then, he attacks Sasuke with two horizontal slices (One to his right leg and one to his collarbone). He finishes by holding his sword with both hands, and with all his might, delivers a powerful slash to Sasuke's chest that deals a lot of damage.
Continuing his assault, Neji jumps into the air and points his sword downwards. He drops down onto Sasuke, his sword drilling into Sasuke's head, killing him.

Description: After performing two hand seals Tiger → Dog the user launches a stronger version of the Wind Release: Vacuum Sphere technique, where the user instead chooses to compress the entirety of the previously inhaled breath into a single large, crushing sphere of wind chakra that they then proceed to expel from their mouth.

Sasuke was able to track his opponent and pinpoint his exact location, even when underground thanks to the sharingan. He performs two handseals while his opponent was underground and channels wind chakra into his mouth. As his opponent rises from the ground, he releases it and times it so that right when his opponent rises, he would be hit.

Using his Byakugan, Neji sees Sasuke gather a large amount of chakra in his chest. Neji realises the power of the attack and notices that Sasuke is tracking him with his Sharingan. Neji swims through the ground until he is at Sasuke's feet. His hand rises from the ground and grabs Sasuke's leg. Neji then drags Sasuke into the ground while pushing himself up. Neji keeps dragging Sasuke until his entire body is submerged into the ground except his head.


Sasuke is still stuck in the ground . All he can do is wait for death...
Neji pierces Sasuke in his right eye, using a kunai.

These eyes of yours are pathetic.

Neji then sends two bolts of Raiton chakra into the air. This creates dark, electrified thunderclouds. The bolts of lightning come down from the cloud to strike Sasuke's head, shocking his brain.
After doing this, Neji uses earth chakra to make a large rock rise out of the ground. The rock smashes down onto Sasuke's head, crushing it and killing him.

Sasuke tracks his opponent by their chakra points underground. He notices his opponent racing towards him and preforms a single handseal while weaving his water chakra in his mouth. Before his opponent can get to him, he expels a large amount of liquid in the form of a wave from his mouth. The wave carries him off to long range while the rest of the water creates a small ocean-like terrain in the battlefield. When Neji digs the ground beneath Sasuke to pull him down, water will rapidly gush down into the hole drowning Neji. and Because of the pressure of the water and its volume, Neji will not be able to simply swim up.

"This is the end of you, Neji!"

By my understanding the (Suiton: Bakusui Shōha) - Water Release: Exploding Water Colliding Wave jutsu does summon a large amount of water. However it's not designed to trap the opponent underwater or anything like that. Once you emerge from the ground, you'll simply be pushed around by the water until you find your way up. I'm not a sensei but meh, you could ask a sensei and see what he thinks of the situation if you want.

Whilst you're underwater and your opponent is unable to see you maybe you could surprise attack him by using water sharks to attack him maybe? sorry for giving him help, but he's at a disadvantage. Poor dude >__>
