As Saito spoke to the suna-nin he slowly drew his right katana from the scabbard hanging from his right hip with his left hand before swinging it before his face and with his right index and middle finger he coated the cutting edge of the blade with chakra as his fingers slide from the base to the tip of it. from there he points the now dulled blade toward the ninja.
I dont have ill will against you. I have shown this by dulling the cutting edge of my blade with my chakra to not inflict fatal wound upon you. So do you accept my challenge?

Saito was could suddenly feel malice radiating from the Suna-nin. Suddenly the ninja clapped his hands together on his sword before swinging him. Saito kept calmed and collected. As he was being swung Saito quick-draw slashed the ninja's hands with his left katana in his right hand to be released from the ninja. Unfortunately that blade was not dulled by a coat of chakra so cuts were left on the ninja's hands. As Saito lands mid range from the ninja, he sheaths his left blade in his right hand. as he sheath the blade he hold the dulled blade in his left hand pointing it towards the ninja. He release the chakra coating the blade showing that he is serious.
I dont appreciate your ill intentions being directed towards me! You will regret that!

Saito used the technique to decapitate the opponent before he would be able to recover from his initial attack and also closing the distance between them all in one move. As Saito landed he quick sheathed both of his katana.

Strong elements (Earth, Metal, etc) or Slicing elements (Wind, Lightning, etc) will strengthen or sharpen the thin wires, which will allow them to slice through flesh and bone by the inherited constriction force. Other elements may weaken the body itself, allowing the said slicing effect (Fire burning, Rotting elements, etc). Elements that do not fall in these characteristics will simply add their characteristics to the wires, but will only have the tight grip of normal chakra wires, and not the slicing property.
