Well since Noone else is taking you up I'll spar you. 4th Raikage bio (can edit in if you'd like a link)

Ay is walking through a forest and comes into an open field, Walking across the plain for a while he spots a thin black haired boy heading towards him. He had been quite irritated already that day so when it became clear the boy wasn't changing courses Ay stopped a good distance away and shouts towards him.

Ay: If you don't wish to be broken in half avoid my path boy!

The irritated Raikage then shoots a spear of lightning from his mouth at the chest of the boy, mostly to cause him to change courses than to kill him.

Shuhei couldn't help but notice a man coming his way, then few seconds later the man spits some trash which Shuhei couldn't help but hear. Shuhei didn't know the man but one thing was sure, the man thinks highly of himself. Soon, the man spits a Spear of lightning towards Shuhei, Shuhei quickly reacts by making one handseal and then points his palm towards it and creates a vortex of water from his palm which is then blasted forward to form a spiralling wall of water which cancels out the lightning Spear.

Description: After waving the Boar → Dog → Ram hand seals, a water vortex created in the palm of the user’s hand that can then be blasted forward creating a spiraling wall of water which can then be used to attack or defend.

Immediately after defending himself, Shuhei goes on the offense by making 4 handseals and then releases a discharge of electricity which forms into two discs of lightning that flies towards the man at full speed.

As the boy creates a vortex of water to cancel out the Raikage's lightning spear Ay grunts again as a snear forms across his lips. The Raikage starts walking forward again slowly and purposely as the stranger weaves a short set of seals and launches lightning which forms into twin disks towards him. With barely a thought the raikage forms a chidori on his left hand and casually swings it and extends the Lightning into a solid long spear at the same time, resulting in the energy blade cutting through both disks as they enter the 8 meter mark around Ay. The chidori spear flickers away afterwards.


Ay: Last chance. You must not know who I am if you use Raiton against me.

The Raikage clenched his fist as he spoke.

Raiton: Chidori Eiso) - Lightning Release Chidori Sharp Spear

Description: The user increases the range of their Chidori by using form manipulation to extend it into a blade up to 10 meters in length. This blade is capable of splitting into multiple additional blades upon contact with an enemy, drastically increasing the number of wounds it can inflict. Like other Chidori-related techniques, this jutsu will numb its target upon contact but unlike others, seems to focus more on having a cutting power, like a katana, than a piercing one. Because of its cutting abilities, it often seems to manifest a certain "solidity"; a tangible aspect.

Description: The Kage Bunshin distributes the ninja's chakra evenly among the clones and creates a real copy with form and substance. The clones are capable of performing techniques on their own and can even bleed, but will usually disperse after hit by a strong enough force. Shadow clones can't be distinguished from the original with Doujutsu. The clone itself can also utilize any jutsu the original ninja knows. When the clone finally disperses, any new knowledge it has gained is passed back to the original ninja and any additional clones.

Without wasting time, the clone quickly places the man in an illusion where he's completely paralyzed, at the same time, Shuhei thrusts his hand forward with his palm facing the man, with the palm thrust, Shuhei repels the air around him creating a devastating shockwave in form of a Paw bubble which rips through anything in its way, the paw bubble would rip through the man's chest and kill him.

Non-genjutsu specialists can only cast only use the C-ranked version of this technique and use it on up to two others making the hold D-rank for each individual person. Users with genjutsu as their secondary specialty can use the B-ranked version of this technique and cast the jutsu on a maximum of three people. Users with genjutsu as their primary specialty can use the A-ranked version of this technique and cast the technique on a maximum of three people. Members who specialize in genjutsu are immune to this technique being placed upon them on others with a lower skill level than them; i.e a users with a secondary specialty can't use this on a primary specialist, only those of equivalent rank or lower can be caught with this technique.

Depending on the chakra imbued into the paw, the shockwave can do damage ranging from concussive to lethal damage. The shockwave is extremely fast and can travel directly through the body of the victim and continue into the distance, leaving paw imprints in its wake. Anyone and anything that is in the path of the blast receives Extreme damage. Alternatively, the user can instead of repeling, create a paw bubble upto mid-range from himself and through the use of inverse repel, call it back to his paw at immense speed. The same affects also would occur interms of things standing in its way. However, at the end, it is absorbed back into the users paw.
~ S-rank level can be used 3 times per battle for normal Bartholomews while 4x for Legends
~ When S-rank level is used, the user can not use paw jutsu for the following turn

All good. Can't remember if Lightning Armor counts as a full body chakra surge so I'll be on the safe side.

Ay exhaled out of his nose in annoyance as the man continues to create a clone. The raikage goes to step forward but finds his body not responding as the clone performs what appears to be a wind jutsu palm thrust.

Being unable to move angers the large man and he roars as his body gives off a wild display of power and Lightning chakra (chidori current) as his rage overpowers the paralyzing effect Ay becomes ablaze with more lightning as he forms his Lightning armor and vanishes from eyesight using a burst of speed to run to his left around the paw bubble blowing past it at amazing speed and cloth lines both the boy and his clone sending them flying from Ay's arms smashing into their neck/collarbone area (may disperse clone? 40 Damage from LA/FM free form attack)
Edit: I'm now where you were and you'd stop edge of short/mid-range from me.

(Raiton: Chidori Nagashi) - Lightning Release: One Thousand Birds Current

Description: This jutsu allows the user to generate non-focused electricity from their body. It can be used as an omnidirectional attack or be channeled through weapons, the ground or other conductive mediums. Because the electricity isn't focused, it doesn't kill on contact, instead it has great numbing and paralyzing effects. To channel Nagashi through a medium, the user needs to focus the technique into one of his hands which will then be put in contact with the medium and can only choose to either do a widespread attack throughout his whole body or to channel it into something; he cannot achieve both usages at the same time. Despite not having much destructive or damaging properties, Nagashi can be used to destroy low rank earthen and wooden structures and even negate chakra on the ground to stop high ranked earth and wood techniques. It has also been noted that Lightning Specialists that have mastered Lightning to the highest degree can resist total paralyzation, although they still feel the pain and numbing effects.
Note: Paralyzation lasts 1 turn if sucessful but is ineffective against bios who have a primary Lightning Specialty


(Raiton no Yori) - Lightning Release Armour

Description: The user will wrap themselves with lightning chakra, which then electrically stimulates their nerves system and speed up their neural synapes to react faster to danger and push away any physical prowess to the absolute limit, allowing him to gain tremendous raw speed and monstrous strength. This armour, combined with Taijutsu allows the user to utilize a special style of Nintaijutsu which combines Lightning and Taijutsu. While the technique is active, the user is immune to Lightning techniques A-Rank and below but doesn't have any additional defensive bonus. Despite the large quantity of chakra it releases and uses up, the armor doesn't damage enemies who touch it, leaving the user able to interact with those around, allies or enemies as well as tools, weapons, etc.
Note: Technique lasts for 4 turns
Note: Can only be used by 3rd Raikage or 4th Raikage bios.

(Chiratsuki Kaihi/Undō) Flicker Evasion/Movement

Description:
Using the amazing abilities of the Lightning Armor technique, both the 3rd and 4th Raikages are able to move at insanely high speeds to dodge or evade incoming attacks, even those that would normally be unavoidable such as Amaterasu. This fast movement can also be used in conjunction with a Taijutsu move, including their own signature Lightning based Nintaijutsu moves, to use the momentum one can gather and add even more damage if the move allows it. The technique also alows the user to move in more elaborate patterns that one would think, although following a more or less linear path. The only weakness of this technique is that, since its purely fast and enhanced movement, you cannot use it in all battle grounds but only those that would otherwise enable its use. Not only that but although the user moves fast, he is still trackable by high Doujutsu users (3T, Byakugan and Rinnegan), Sensors and EIG Masters. This doesn't mean the opponent can react (that depends on his speed, mastery of taijutsu and techniques used) but rather that he can perceive the attack.
Note: This version can only be used by 3rd and 4th Raikage bios, while having the Lightning Armor active and only once per turn.
