You can't make two techniques simultaneously without a special ability (like Darui's storm element) so it would have to be one after the other. So in terms of timing, even though your moves would happen pretty quick, it would probably still be the initial water/wind combo when my earth/fire gets there, mine would get destroyed, then you create the shark. Just to keep track of timing.
So as you make the vortex I first have my wind mask form out of my left shoulder. At the same time I slide my suiton heart down into my right arm and release it into the ground from the forearm down. It slides into the earth just as the large shark begins to form out of the vortex. At that moment my fire and wind masks fire off large blasts of wind and fire that combine and cancel out with the shark. A thick mist forms as your rain begins to fall so I release a gust of wind that does nothing but blow the mist away. Before the mist disperses, I position my body so my detached arm is hidden from view.
