Oonoki last jinton user

Oonoki is the last jinton user we know as far as the manga.. if its not a kekkai genkai, who thinks Oonoki should pass the jutsu to Gaara via a scroll or something(because oonoki will most probably die during or after this war) . and if he should would this make gaara the stongest kage of his generation second to naruto (*hokage candidate no1). VOTE!

The real question here is "who was the first Jinton user". If it can be pass as you say, how did the first Jinton user get this ability? That means someone can actually get this ability later even if Onoki is not there anymore

Jinton is combination of three elements. Earth, wind and fire. Gaara hasn't shown any of those elements.
