In part one, it was stated that the 3rd hokage was simply too old to be able to split his chakra into shadow clones and it was kept that way until the end then when he somehow made three shadow clones to capture orochimaru and the edos. However, in part two, when Oonoki is fighting Muu alone, he made like 9 or 10 shadow clones with ease and he's probably as old as the third hokage was but he had no problem using the jutsu.
Hard to believe that someone that was known to be so powerful like the third hokage could barely use the shadow clone jutsu but oonoki also very powerful but not as powerful, could use more shadow clones at ease despite having similar ages. It was also said that hiruzen was the strongest of the five kages at the time before his death, so im assuming ooonoki was still kage then, so hiruzen> oonoki but i believe oonoki could beat him.
