Although Oro is one of my favorites, Onoki will win, he has more than dust release, powerful earth element jutsu, ability to fly and many years experience.

Orochimaru, without being forced to go all out. Just because Jinton would kill him some people seem to have the misconception that it's unavoidable. Jinton doesn't exhibit particular speed feats.
