If onoki's in prime then he probably wins with hard difficulty, but now it's even

Muu he has the same dust release but he created the technique and i think has more mastery

He is also a sensor ninja meaning he can track onoki around the battlefield
Also his invisibilty is very very powerful

I think Muu is stronger, but they would kill each other with Dust Release... so, both die...
