No running away> intent to kill

Me personally i'd say Onoki just because we kknow more about him

We don't know enough about Tobirama, or even if he can defend against dust release

Okay i think we know enough second supposedly has space time ninjutsu and insane water techs that are on par with his brothers wood techs not including flower world and mokuton

Apparently Tobirama has s/t which means he can escape jinton. Not saying he'd win because we don't really know his level of skill, but if he can avoid Oonoki's strongest attack I'd say he has a good chance.
