These are my favorites due to their character development, plot relevancy, and personality..

-The Gaara fanbase is somewhat low.

-The Itachi fanbase is somewhat high, but he is one of the most well developed character in my opinion, so he deserves it.

-Kakashi is somewhere in the middle, I've always loved his character, since the Zabuza fight.

- Lmao, the Neji fanbase is nowhere near the top 10 on the Base.

- Shikamaru, same as Neji's fanbase.
